Hot water in Surrey

Surrey is the region's fastest-growing large city, mixing postwar single-family areas, newer subdivisions, townhome complexes and towers in City Centre. The single-family stock spans atmospheric gas tanks under original chimneys through modern high-efficiency tanks, tankless units and heat-pump water heaters in new construction.

Unlike the municipalities that issue their own permits, gas installation permits in Surrey come from Technical Safety BC for every premises type, which is the pattern for most of the region. Surrey is served by Metro Vancouver's very soft water. CANRO obtains the permits as part of every installation and confirms availability by phone.

Because gas and plumbing are permitted separately in Surrey, a water-heater job carries two permit streams: the Technical Safety BC gas permit for the appliance, gas piping and venting, and a City of Surrey plumbing permit for the water heater, which the City's plumbing application lists as a fixture. CANRO obtains both as part of the installation.

Local facts with sources

Who issues gas permits in Surrey. Technical Safety BC issues gas installation permits in Surrey; the City is not among the municipalities that issue their own under IB-GA-2018-01. CANRO obtains the permit as part of every installation. Source

Plumbing permits for water heaters. The City of Surrey requires a plumbing permit under its Plumbing Bylaw, and its plumbing permit application lists a water heater (hot water tank) as a plumbing fixture, so a replacement takes a City of Surrey plumbing permit in addition to the Technical Safety BC gas permit. Source

Water supply and hardness. Metro Vancouver supplies the water and reports treated hardness of roughly 2–25 mg/L as CaCO3 depending on the source, which is very soft water: scale is a minor concern and anode condition matters more on storage tanks. Source

Homeowner gas permits. Owners of strata or non-strata duplex dwellings, and homes operating a business, cannot use a homeowner permit and must hire a licensed contractor; Technical Safety BC sets out who may pull a homeowner gas permit. Source

Gas utility and leak line. Natural gas in this community is supplied by FortisBC. For a gas smell or suspected leak, leave the building and call the FortisBC emergency line at 1-800-663-9911 or 911. Source

CANRO in Surrey. CANRO Heating & Cooling lists Surrey among its Metro Vancouver service areas; travel from its Burnaby base is confirmed by phone when booking. Source

If you smell gas

Stop what you are doing. Do not use phones, switches, matches or anything that can spark inside.
Go outside and leave the door open behind you.
Call the FortisBC 24-hour emergency line at 1-800-663-9911 or dial 911.

Only after that, call CANRO about the water heater. Official guidance: FortisBC gas leaks and odour.

Frequently asked questions

Do I need a gas permit for a Surrey water heater?

Yes. Technical Safety BC issues gas permits in Surrey, and CANRO obtains one for every installation as part of the job.

Do I need a City of Surrey plumbing permit for a new water heater?

Yes. The City's plumbing permit application lists a hot water tank as a plumbing fixture and the Plumbing Bylaw requires a permit for the work; it is obtained in addition to the Technical Safety BC gas permit. CANRO handles both.

Can a Surrey homeowner pull their own permit?

Owners of the single-family home they live in may qualify for a Technical Safety BC homeowner permit; strata and duplex owners, and homes with a secondary suite or business, must use a licensed contractor.

Is Surrey water hard?

No. Surrey receives Metro Vancouver's soft treated supply, so tank scale develops slowly and anode inspections are the maintenance priority.
